Originally from California, Clark is a skilled and versatile attorney with substantial senior government service and experience. Clark’s practice includes civil litigation, white-collar defense, government investigations, regulatory compliance, and transactional work. Before entering private practice, Clark spent over a decade on Capitol Hill, including service as a Congressional Chief of Staff.

While on the Hill, Clark was well known for his leadership on trade policy. He was an original co-author of the Foreign Investment Risk Review Modernization Act, which was signed into law in 2018 and modernized the Committee on Foreign Investment in the United States (CFIUS). In addition to his law practice, Clark is regarded as a national security policy expert with demonstrated experience leading initiatives for a subcommittee chair on the House Permanent Select Committee on Intelligence and working as a professional staff in the Army’s G4 acquisition office. While serving as a Congressional Chief of Staff, Clark spoke internationally on trade, security, and financial services issues on several occasions and addressed members of parliament from over a dozen countries.

Clark has led campaigns, managed government affairs consulting company, worked in both the House and Senate, and worked in the executive branch. He has a broad skill set to assist with all aspects of government engagement, ranging from public policy implementation to government investigations response and compliance strategy.

Clark works as an attorney at Werther & Mills LLC and is licensed to practice law in D.C. and Maryland. He has a J.D. from the George Washington University Law School, an M.A. in Irregular Warfare from the U.S. Naval War College, and a B.A. from the University of Southern California. He is a former collegiate sailor and has been in a variety of local bands, both as a guitarist and keyboard player. He lives in D.C. with his wife, Kathryn, and little dog, Bradley.
